Implied Status Help Please!! Provincial Nominee holder

This post is behalf of a friend.
-Mi wife is a holder of a Provincial Nominee has a open work permit expiring on April 28, she is starting to apply for a closed work permit extension and would like to apply for an open work permit for me, before April 28th, 2020. We already sent our applications for PR (provincial nominee) on April 1st.

- I am on implied status, (husband) my visitor visa expired last February 04th, 2020, I applied for a visitor record on January 16th,2010 and still waiting for a decision.
Could I apply for a work permit, while I am on implied status (visitor record)?
Looks like we will have to send the application before April 28 (when my wife work permit expires) otherwise she will be out status.

Please Help!!

Restoration is for people in Canada illegally. You aren't.
