I've always had this problem and when I look it up online it's as if nobody really cares lol. I've done some poor man's troubleshooting and ended up on a personal workaround -

Here's what I do which seems to work 99% of the time (for me anyway). Use Firefox...and try logging in. If it loops, close the window and reopen (no, not a tab, the whole window). I've been doing this for a while and it works. I usually get in within 1 to 3 tries.

My gut tells me it has something to do with the website's login session caching and for some reason Chrome or IE keeps a hold of them longer than Firefox does.

I have 2 browsers. If it does not load on the 1st browser, it would always open on the 2nd browser.

Just keep on going with the loop and eventually it will ask for the 'Security Question' when your lucky number comes.

Something that works for me, try to login normally, when it loops, open a new incognito mode window. Works vice-versa.

for me it works almost everytime if I use Internet Explorer in incognito mode.
