immigration to quebec

I found this site about obtaining the CSQ for quebec immigration.it will allow international students residing in quebec to apply for it within Canada. but I don't know if this is relevant to my situation.
I am currently living in the city of Hull in Quebec but I go to the university of Ottawa which is in Ontario (I just cross the river). can I apply through this program??

Why dont you apply as a Ontario International Graduate under the Ontario PNP?or the Federal Canadian Experience Class?

Well, it says you need a CAQ for studies (meaning that Quebec issued you a student visa approval.) Since you're actually studying in Ontario, I would guess that you never applied for/received a CAQ, so I would imagine you're not eligible. Further, if Quebec granted you a CAQ for permanent residence, they would expect you to settle in Quebec. If this is not your intention, you'd probably be better off trying to pursue the Ontario program mentioned above. Good luck!!!
