Can someone clarify me on this point. My budget for immigration to Canada is very limited, so i will to know the cheapest means to immigrate to Canada.

You need to check and see if you actually qualify to immigrate to Canada first. Use the tool on the CIC website to check your eligibility for programs you could qualify under for immigration:

There are many fees and costs associated with obtaining required documentations including language tests, education equivalency ..etc. Not to mention that you need to show having enough funds in your account and still pay for your tickets, accommodations when you arrive in Canada without relying on government support.
