My husband is a Canadian citizen living in the United States. I am a British Citizen living in the United States on a Green Card. We have been married for 16 months.

My husband has a job offer through his current company to relocate to Nova Scotia. I understand he should be able to sponsor me for permanent residency. Would I be able to relocate to Canada with my husband whilst the application is being processed? I do not need a work permit straight away, we would just like to be able to relocate together at the same time.

I understand the current processing time for permanent residency is around 12 months, does this seem accurate?

Since he's a citizen, he can sponsor you now, outland (you wouldn't get a work permit while you waited, but you say that's not important). You could probably accompany him as a visitor under dual intent (although this would be down to discretion of the CBSA officer you meet on the day).

Historically, UK applications outland took about 4-9 months (two peaks, depending if you got lucky and processed through Ottawa, or not and through London) - as of last December, there's a global 12 month target, look at the London spreadsheet at https://docs.google.com/spreadsheet...icZyqIE8YLpnZqVJlFrnpmKMx0/edit#gid=396125530 to get an idea of 'real life' processing times.

If you show enough funds in US as well as some other strong ties such as property together with a return ticket you should be fine. Just don't cross believing you are entitled to stay, you will be a visitor and still need to satisfy the CBSA officer.
