I understand. But then, how people are having no issues moving to Quebec with a PR. They are working and getting their citizenship. Like I know two people, they said nobody even asked them why they moved to Quebec and one of them said, they asked for a simple explanation.

A friend of mine directly landed to Montreal and nobody asked him any question. I just wonder how.

But I did check IRCC guidelines, they haven't mentioned anything but yes they said you can change provinces but if PR through PNP then no. Might be issues.

Yes, I went through the page and It says Québec doesn't participate in EE but it doesn't say PR holders via EE can't work in Québec. They do have seperate immigration programs I definitely agree. But they can't keep people from working here. Also, CSQ is not even required for PR holders to get a job. For medical services I have a doubt yes. That is a problem.
What happened in the past is not necessarily what is happening now. IRCC and many provinces are now cracking down on immigration because people are either not following the rules or flaunting the rules. In your case you likely wouldn’t have qualified for Quebec immigration but you never had any plan of living elsewhere which is considered misrepresenting your intention on your express entry application. You got PR based on your intention to live outside of Quebec. If you had lived in Ontario and then moved to Quebec as a PR then there would be no issue but you are landing purposefully in Ontario with no intention of ever settling in Ontario. In the case of Quebec there are some safeguards like requiring proof of CSQ for new PRs applying for RAMQ. Also you landing in Montreal is not uncommon. Almost all PRs land in Vancouver, Toronto or Montreal because that is where the majority of international flights land in Canada. Most have ongoing travel plans.

So if you move right after becoming PR, officer might ask(or might not) that you lied about the intentions. because it’s only Quebec that has a different immigration system.

I have decided to stay in Ontario for a month or two. And try finding a job there. But, then can I move to Québec for my job and further studies? And inform IRCC at the same time that I am moving to Quebec for my job and further studies as I am bilingual and my study is based on french and I find it the best opportunity for me to flourish in my career. I just want it to be transparent with the IRCC. So that in future, I don't have to face any issue during my PR renewal or citizenship. Like would it be okay if I move to Montreal after a month or two?

As per IRCC, Quebec does not participate in Express Entry program. If your intention was to always move to Quebec then why did you not apply under there Provincial program?

Once you get your PR card in mail then I doubt Quebec has any restrictions on established PRs moving to there province. Having said that, moving there after a month or two of arrival wont be in the spirit of the FSW programme as you would have been likely denied in the first place had you disclosed your intentions to live in Quebec shortly after arrival.

It would have been a different story if you intended to stay in let's say Ontario (or any province other then Quebec), lived there for a while and then organically moved to Quebec.

As for the consequences if someone did something wrong in the past and has gotten away with it does not make it right, nor does it mean that it wont land you in legal troubles later. You wont get an answer here if this will affect your Citizenship application down the line. The destination province (or whatever is the latest terminology in the application form) should match with your true intentions upon arrival or atleast it should not be Quebec.

At the time I applied for PR express entry, I was not aware of quebec's program. My agent didn't tell me. And I had no idea about it. My bad !

Had a convo with a immigration lawyer. They said one can move to Quebec if they get a job opportunity and have justified reasons. No issues.

You can't get healthcare from Ontario if you live in Québec.

I am sorry you get answers you don't want to get, but it is written plain and simple on IRCC website. As everyone in this thread tried to explain to you, you can do whatever you want but you might face consequences in the future. End of story.

You won’t qualify for healthcare in Ontario either because you must meet and intend to meet the residency requirement to qualify for OHIP. That would mean living in Ontario for the first 5 out of 6 months, 6 months out of the 1st year and make Ontario your permanent home. You will still not qualify for Quebec or Ontario healthcare if you remain in Ontario for a month or two.
