My niece has a certification in hotel management and currently working as a chef in her home country with 9 years experience, She is planning to do Diploma in Chef 2 years course in Canada, is this a best route? does she have a chance to work after graduate and if yes under what program, please give me some insight

Yes - she has a chance to work after graduation. Provided she attends a qualifying school and program, she will be granted an open work permit equal to the length of her program.

As for whether this will allow her to get PR afterwards - that's a different matter. It might or it might not. That will depend on a number of things including whether and what kind of job she's able to secure in Canada after she completes her studies, her overall education/experience profile, etc. She should look into the Federal Skilled Worker / Express Entry stream, Canadian Experience Class, and the Provincial Nomination streams.
