hello, I m a permanent resident in Canada. My partner was in the Indian Air Force for 3 years after the training. Now he is working in a private job and has left the military. Is it possible for him to enter through express entry for immigration to Canada?

Yes. Partner means your spouse? If yes, then apply through Spousal VISA program

Hello thanks for your quick reply. I m worried because I heard that ex serviceman are denied visa to visit Canada. My husband has left the military quite early and we would like to settle here together in Canada. Is it possible?

Hi, I would like to know can Indian army retired person apply for Canada PR as dependent. Wife will be primary applicant And he will be dependent.
 
Ex-serviceman can certainly apply for PR as secondary applicants or through the spousal programme, however, their application may take extra time due to a broader background security check.

Did you apply and get an ITA? Have you seen cases where ex army men are given PR's?
 
People from Brazil who are conscripted have applied and got PR. So I do not think it should be a problem for indian armed forces retirees to get PR. As said in one of the above post, the background checks might be done in detail.
