Hey,
My brother, 28 years old, is having Mild Intellectual Disabilities (He is able to perform daily activities by himself, also can read and write) since his birth and I would like to know if I get PR on student permit will I be able to take him to Canada from India along with my parents. I would like to know if there is any way for him.

It's not possible to say. Once you have PR and qualify to sponsor your parents, then you can try including your brother as their dependent. However it will be up to IRCC to determine if he meets the definition. So the answer is uncertain.

And what if I get married in Canada then what will be the chances for him? Will it be same as you answered?

Getting married won't make a difference. You can't sponsor just your brother. You need to qualify to sponsor your parents and then hope IRCC allows you to include him as a dependent in the application.
