hello rohit

if your category isnot in 29 occupation list then you have no chance to apply as a federal skilled worker except u take a offer letter or go as a study permit,or you may be apply as a quebec skilled worker

evalute your chance to being selected by quebec

Try looking up the job descriptions of some closely related IT jobs and see if u fit in any of them

So, he looks and finds WHAT? There is no IT occupation in 29 list.

Work permit or Provincial Nomination are probably the best options to investigate. I understand British Columbia have some IT professions such as software developer in their Provincial Nomination list, not sure about the other IT professions or other provinces.

With Provincial Nomination you will still need a job offer, but you get around needing an LMO from the Federal Government if the Provincial Government is willing to sponsor your residency.
