Nothing to prevent you from applying for any of the immigration programs in Canada just because you have refugee status. Express entry, PNP etc are all options you can use if you meet the qualifications.

But there is no valid travel document for that person, only UNHCR card. Based on that can a visitor visa be applied?

There are several ways for a UNHCR refugee who is already residing in one country to move to Canada:

  1. Sponsorship: A refugee can be sponsored by a family member, a group of individuals, or a sponsorship agreement holder in Canada. The sponsor must be able to provide financial and social support to the refugee for the duration of the sponsorship.
  2. Private sponsorship: A refugee can also be sponsored by a group of five or more Canadian citizens or permanent residents, known as a "constituent group." The group must be able to provide financial and social support to the refugee for the duration of the sponsorship.
  3. Government-assisted refugee: A refugee may be eligible for government-assisted refugee (GAR) status if they are unable to be privately sponsored and do not have a family member in Canada to sponsor them. GARs receive financial and social support from the Canadian government for the first year of their stay in Canada.
  4. Blended visa office-referred (BVOR) program: Under the BVOR program, the government of Canada and private sponsors share the cost of supporting a refugee for the first year of their stay in Canada. Well, you couldn't move to Canada on a visitor visa regardless. Other than regular immigration streams, I don't believe there are any other options.

If the OP has already received refugee status in another country, they can't claim asylum in Canada. They are already a recognized refugee.

This is not always true. While it is generally true that a person who has already been recognized as a refugee in another country may not be eligible to claim asylum in Canada, there are some circumstances in which a person who has already received refugee status in another country may still be able to claim asylum in Canada.

Under the 1951 Convention relating to the Status of Refugees, a refugee is defined as someone who is unable or unwilling to return to their country of origin because of a well-founded fear of persecution based on their race, religion, nationality, membership in a particular social group, or political opinion. If a person has already been recognized as a refugee in another country, it means that they have been found to meet this definition and have been granted protection in that country.

However, there are some situations in which a person who has already been recognized as a refugee in another country may still be able to claim asylum in Canada. For example, if a person's circumstances have changed significantly since they were recognized as a refugee in another country, they may be able to claim asylum in Canada if they can show that they are at risk of persecution in their current country of residence.

One option is to apply for resettlement through the UNHCR's resettlement program. This program helps refugees who are in need of protection and cannot return to their home country to find a new permanent home in another country. If you are accepted into the program, the UNHCR will refer your case to a country that is willing to offer you resettlement, including Canada.
