It is extra disturbing that they knew her immigrant # & other personal info, like about her children and her hometown. That would certainly have unnerved me...

Subscribed to a caller ID. Don't panic. Get the specifics of the call including name and contact number and asked them to call later. Call CIC. If the call is a scam, blow a canned air horn on your phone's receiver if the bastard called again.
