The documents were originally send via mail in paper format, I am wondering if I am able to submit JUST the completed personal history section digitally, or if I must A: resubmit only via paper as per original and B: do i have to resubmit the entire application or just the incomplete section? Thank you!

If only form IMM 5669 was returned and NOT the entire application package, you should resend the entire form, not just the section was was incomplete. Be sure to see if the form has been updated since your original form was submitted. IRCC likes to update forms.
