Imm5536e IRCC authorisation to obtain info(PCC)

I was requested to provide Z country’s PCC and I’m not able to obtain due to z country relationship with my citizen country. So my question is If I sign and submit IMM 5536 will IRCC to accept this form to obtain PCC on my behalf along with explanation? I know this form is country specific and it’s not required from me but I don’t know what else to do.

Best you can do is to write and explain that you cannot get (it might help if you named specific countries) and why.

I suppose it would not hurt to provide that form and mention why you are providing it.
