IMM5490E Confusion??!!! URGENT

Hi this is probably the most ridiculous question ever to be asked but my brain is becoming fried with all the form filling.

I am applying for PR within Canada, so I have my forms etc for it. One form the imm5490e states at the top to be completed by applicants living outside canada, this form has all the questions of how you met etc. On the guide it says "This form must be completed by the principal applicant who is being sponsored outside Canada" so does this mean I don't fill it in?

If I don't fill it in then why don't they need to know about my relationship?

If you are applying Inland, this is the document checklist you should be working with: http://www.cic.gc.ca/english/information/applications/spouse.asp

If you are visiting in Canada, but applying through the visa office responsible for your country, then yes you need to fill in the IMM5490.

I was sent and email from cic with the forms I needed to fill in but half of them I don't need if they'd sent me the link you have I'd probably have it done by now.
