IMM5475 - Submit post ITA for PR Application or later?

Do I need to fill this form as a part of the document checklist for submitting my application post ITA? I see some of them fill this form later, correct me if I am wrong.

Include it only if and when you’re asked for it.

Under the IRCC list of documents on the general CIC website, they have listed this document as one of the checklists. Is this required now during PR Application or at a later period?

Once you have filled your application you will receive a customized check list. This document is usually requested later and I would always prefer to provide it when asked though a lot of people choose to submit it upfront
