I logged in to both GCKey and Portal. In GCkey, IMM5409 is required, but in Portal, the DECLARATION is said to be proofs of living together, such as bills, rent, etc., and there is no mention of IMM5409. I think it is a way around for those who cannot find somebody to declare.
