I am confused, do I the sponsor, or my wife the applicant fill this form out?!

imm 5406 is for the principal applicants to fill out

It says on both the form itself and on the checklist (IMM5533) that it is the 'Sponsored Person (Principal Applicant and Family Members)' that this applies to. Refer Q7 on IMM5533.

I am sponsoring my husband so I will write his name as applicant and then his address. The next line which says Spouse I will write my name and then under Present the cell is divided into 2. Do I write my address and email address there OR is that space so that I can fill in Applicants address in case I need more space in the line above and then does the email address have to be his email address?

Yes, where it says spouse and present address, you will put your own address and your email address.
