Okay I have the IMM 5688 confirmation of permanent residence. On the paper in big letters it says not valid for travel!!

So do I need an eTa to travel? On the government site it says no but only lists "Confirmation of permanent residence number (IMM 5292 or 5509)"

Has anyone landed with the Imm 5688 for asia with or without a eTa?

It's really frustrating the government and airlines are giving conflicting answers also!!

You were issued an eTA when your COPR was issued.

"Not valid for travel" means that it can't be used in place of a travel document, i.e. your passport.

Yes, it is not valid for travel by itself. You need a valid passport (that is all it is trying to say).

Are you from a visa exempt country that would normally need an ETA? If so then have a read here:

So CIC are very clear when they say no, you do not need an ETA if you have a CoPR. BUT - and it is a big BUT, many airlines still do not recognised a CoPR and insist you have a PR Card or a PRTD before they will let you board. You can try arguing and showing them the CIC website, but good luck with that! I specifically took out an ETA for my wife about two days before flying to Canada to exercise her CoPR and I am glad I did, yes, we were asked for it.
