I am bit confused should I select YES or NO in one of the question. I was once refused Tourist Visa to USA

The question says

d) been refused refugee status, an immigrant or permanent resident visa (including CSQ or application to the Provincial Nominee Program) or visitor or temporary resident visa, to Canada or any other country or territory?
