On the IRCC website, they have mentioned that it is optional to have a custodian if you are 17 years old or above. If needed the officer will judge the application on a case-to-case basis and ask for the form or more documents later.
Moreover, on the IMM 5483 ( document checklist ) for the study permit application, they have mentioned that the " Custodianship form must be completed if the minor studying in Canada is less than 17 years old. "
So, is it fine if I submit the study permit application without the custodianship form?
If in case the officer asks for the form then I can fill it and give it to them then, right?

I am 17 years old and shall be traveling to Canada for Fall 2021. I will be traveling with my dad.
It says IMM 5604 is required for any minor crossing the border of Canada.
Who needs to fill this form exactly? Do I need it?
