Does anyone know if it is possible to request that the principal applicant be exempted from filing out part of all of the background information on family members (mother and father of the applicant) on the basis of those family members refusing to give the requested information, or refusing to allow the applicant to use it? Could a request for exemption be made with a LOE?

They are required to give the info. They can fill information that they know e.g the Names, DOB, country of birth. Under marital status if they do not know, fill in unkown (will explain why it is unknown in LOE). Address they can enter the country and city if known.

it is best to do everything possible to obtain the information and include it. The less you have to explain, the better. However, if you absolutely cannot obtain the information due to a relationship breakdown or lack of relationship with the family members, you should provide a LOE stating why the details are missing. No need to request an "exemption" in this case.

Thank you for this. Do you have direct experience of it when applying? Relationship breakdown is putting it mildly. The parents of the applicant (my partner) are Muslim. I'm not. So everything has to be done in secret, as they will not consent to giving any such information and would do worse if they knew it was being given without them knowing. We will certainly write up a LOE.

Yes it is spousal sponsorship.

Well put. Just to note, it's the principal applicant (and the sponsor, partly) that needs to provide this information. For mother and father, it's just date of birth, country of birth, address, and marital status. (They do ask for email, but I didn't even bother adding an explanation about not having one, not really expected for parents).

They do not sign the documents and no permission required to add this information. If the PA really does not know address and DOB of parents, well, sure, add a letter of explanation.

I do not being close to a parent(s) does not suffice as a reason to completely not fill in the form.

I am not sure if their concern is not knowing their parent's info or getting their consent. The information asked is just normal info, like the info one fills in when they apply for passport etc. We don't normally ask for consent.

There have been other cases where one does not know the whereabouts of their parents/siblings. But they still needed to fill this form, and were advice to enter what they know of (or what they knew of their last whereabouts). And not to lie.

Look at the information they (PA) need to enter on the form, and what info you both have. What you do not know you can explain (if important)
