IMM 5406 returned for the 3rd time.

I have ever line filled out, I'm not sure what I'm doing wrong, I don't have any children, I have 2 full brothers and a half sister on the form. Do i need to add my step siblings from my dads remarriage? do I need to add my step mom as another parent? I have no idea. the email to explain what to do has never come.

How do you know it was returned? How is it getting returned to you?

Is this the paper version you filled out, or the digital one on the PR portal?

You do need to include your step-siblings according to https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/imm5406.html but there's no mention of including step parents.

i get a email saying that the status of my online application has been updated, i login and it says returned, i click it and it says my IMM 5406 is incomplete, i dont even know the names of my step siblings let alone where they live and how to contact them.

As per https://www.canadavisa.com/canada-immigration-discussion-board/threads/my-son-is-estranged-will-this-render-me-inadmissible-for-pr.866309/ you have to figure this out. Surely you could ask your dad?

If there's some stuff you can't figure out, then as per https://www.canadavisa.com/canada-immigration-discussion-board/threads/missing-unknown-sibling-information.822193/ you can omit that (I guess write "unknown" in the appropriate spots) and provide a letter explaining why no one knows that information.

Still, you'll need to document that you made every possible attempt to reach out and discover this information - as pointed out in the above threads in some cases people had to go as far as attempting to effect service on family members to show that they were uncontactable.

Might be worth checking with an immigration representative on the strategy to approach this, if the information is very hard to discover.
