Do you have Adobe reader installed??

Make sure you have reader installed. If you still cannot open it, save it to computer, open reader, browse to file and open it from there.

Install latest acrobat reader ore adobe DC and updated java , form shall open when you click downloaded make sure you are online when opening form then save it
