Is it safe to assume they're talking about becoming a permanent resident of Canada? Because I recently became a permanent resident of Brazil after being sponsored as a spouse, but as I'm a Canadian citizen by birth, I can't imagine that this would bar me from sponsoring my husband to return to Canada with me.
