Hello, my name is William. I'm 19, I live in Belgium and I am close to finishing highschool as a graphic designer.
When I was 6 me and my dad moved to Canada, we lived there and I went to school there for 3 years until we came back to Belgium.

Now that I've almost finished high school I would like to go back to Canada to live and work there, I have a PR card but its been expired for 10 years.
I would like to know what I have to do to be able to live there again, I don't know if I can renew the PR card or if I need to get a new one since I haven't lived there for 10 years.

Thanks in advance.

No - wrong answer. OP was removed from Canada as a child and can apply for a PRTD under H&C. Very high chance of being approved if the OP applies now.

The law doesn't specify age but the younger you are when you apply, the better. In earlier days a dependent child for immigration purposes was considered 22 or younger and the criteria for the travel document was applying while under 22 or first chance after 22. Now the age of a dependent for immigration purposes is under 19. However, he should have a good chance if he applies now.

William.O, you should apply now. When you get it, return to Canada and apply to renew your PR card based on the travel document. However, keep in mind that although a travel document will excuse your absence for the past 10 years, it will not do so for the future so it would be a smart move to settle in Canada now and not go back home with your new card and postpone it for another couple of years. The reason is that in case you are outside Canada and lose your new PR card or it is stolen or destroyed and you are in the situation that you have to apply for a travel document again a couple of years later, immigration will take into account that you have already gotten one and that you did not use your chance to settle and still don't meet the RO. In order to meet the RO, you should spend at least 24 months in Canada, then you can leave for up to 3 years again.
