I'm so confused and heartbroken

I applied for the paper study permit on 16th of July, 2017 via VFS Global Dhaka, Bangladesh. I inked my application to my CIC account on 25th of July. Yesterday I just checked my application status only to see that my application was refused. They state that I am not eligible. No further details have been issued yet. Haven't got any update from VFS too.

Here is what it shows in the application status

Review of eligibility: We regret to inform you that you do not meet the eligibility requirements. Please see the final decision below.
Review of medical results: You do not need a medical exam. We will send you a message if this changes.

Final decision: ________ (This part is empty)

I haven't got any message regarding application status and Final decision is also empty. Again it says

Please, someone, help me understanding what's going on.

I didn't actually submit passport. VSF, Dhaka only requires photocopy of passport.

I applied for Bachelor of Fine Art in Photography at Concordia University. I also have a BSc. in EEE from my native country. I do freelance photography and since I have decided to switch my career I want to get a bachelor degree in photography. This is why I applied for the study permit to attend my course as I got an offer from Concordia University. I have an IELTS score of band 7.
I don't understand why the final decision cell is empty and why it is still showing that they are still reviewing my supporting documents?
And moreover, I haven't got any message in CIC account or any kind of email stating that my final decision has been sent to local VFS where have I applied from.

If anything else needed please let me know.

How many years of work experience do you have as a freelance photographer? Is this work experience paid and full time? Did you provide proof of this work experience in your application?

I have been doing this since late 2012. I work as a part time freelance wedding photographer. Here in my country, there are no norms of making payment officially like with payslip or something. I have mentioned in my resume that I am working as a freelance photographer. Since I'm self-employed, I could provide any kind of proof of employment. I started doing this as part-time job consequently with my studies. I just finished my last Bachelor course by the end of 2016.

doesnt make sense ^ unconvincing to me mate, Engineering degree then profession as freelance photographer and how could you justify all these stuff without strong documentation

So isn't there any possibility to get study permit to do the course? Why are things so critical? Why can't I just get the permit to do the course when I'm determined to change my profession?

Its not only your determination that matters but real defining part is convincing the visa officer to approve your application,
can you share your SOP please ?
