No matter what the call centre people tell you, follow what it says in the manual I posted, as it contains the actual rules that the visa officers follow.

The call centre is useless. You will get a different answer from 3 different agents to the same question.

Exactly!!! Thats what i thought too!!! I call 2-3 times to make sure of their answers and theyre different. There was this one agent..everytime i ask him a question hes like--just follow what is on the instructions..im like WTH!?i called for u to help and not figure it out on my own!!!

dont be fool to follow there nonsense. they dont care whether your spouse get his visa or not. or your spouse go to canada or not. though you ask from your visa officer (if you can meet them- but you never meet them unless you go for an interview), they never give you the correct details. they dont have an intention to give you'll the visa.
but luckily most of people who is in this forum knows very well than CIC reception about the way of visa process going on.
so, listen to these people.

cic gives stupid advice dont listen to them they are only saying you can do what you want but not caring about consequences of it
