The easiest way of acquiring visa is through the student visa, Plus ive heard that Canada is not entertaining immigrants anymore (atleast for the time being). But do not apply to a college program, its highly unlikely that you get a visa through a college admission. Apply to a good university program.
Its hard to say that whether your previous rejection will affect on the re-application or not. But in the application form they do ask you about the details whether you have ever been previously rejected for a Canadian visa or not.
I think if you have a stable bank statement and can satisfy the minimum financial needs of the CHC, its worth a go....you should try re-applying.
