Illegitimate dependent child?

My wife has a daughter from a previous relationship that we are trying to sponsor as a dependent child.

The father is not from either of our countries, has never acknowledged the child, supported the child or responded to any attempts to contact him.

He is not on her birth certificate.

Is a detailed letter explaining the situation enough? There is no chance of getting form IMM5604 signed by him.

Anyone have experience or advice for this kind of situation?

What Country is the child and mother residing?

Child is in Philippines and the mother is a PR in Canada already.

Did the mother list the child as a dependent when she applied for her PR?

Yes, she did. The child has a UCI and a still valid medical, we are just going through the process of putting the application together to get her over here.

Since the father is not on the birth certificate and the child is illegitimate, you do not need the authorization of the father because he is no where to be found and he is not on the birth certificate. I would attach a letter explaining the situation about the child and that should be enough.
