To clarify: You cannot *sponsor* a visitor for a visit. You can only host him/her.

If you're absolutely sure that he intends to work illegally then you can complain to CBSA or even to his local visa office. Hope you have some evidence to support your complaint so that it is credible, otherwise your complaint might negatively impact his future travel to Canada and/or his future visas.

At a personal level, this might impact your relationship with your uncle even though CBSA won't let him/you know about the action they have taken on your complaint

You can complain to CBSA and his local visa office. But, that's about all you can do. It is their decision to take/not to take action based on your complaint.

They may not deny him entry outright if he is able to prove that he is a genuine visitor who has the finances to support his visit

i understand your concern but I dont think you're status will get affected if your uncle has been found illegally working here in canada not unless you're the one arranged the job for him. In my personal opinion you have to sincerely talk to your Uncle to explain him how critical are the consequences if found working here illegally, it will jeopardize his future plans to move him permanently in the future and it will also be a reason for deportation.
I dont agree on you turning you're Uncle to the CBSA without even him engaging to anything illegal yet as this is same as already jumping to conclusion.
