The CEC global cap has been reached.
All packages received later than Oct. 24th, 2014, will be returned through regular mail, not able to track.
It will take about 2 weeks to reach the applicants once sent out.

So sad to hear this piece of news. But this is the truth.

You have nothing new so far to publish, you just copied the same image email as we have already seen before from the same website.
Nobody confirmed receiving similar emails or returned mail packages.
Five days since January 23 is pretty enough time to receive returned packages. I don't have it in my mailbox. Nobody here has.
