That depends on the reasons of the deportation.
If the deportation is due to severe physical illness, criminal convictions ... things that could profile him as a risk to Canada, then YES.
if it's just because of low grades, or a minor reason, then MAYBE (depending on the nature of the reason, this would depend entirely on the immigration officer's discretion)
Also, he should make sure to check "YES" in the Background declaration question that says "Been refused admission to, or ordered to leave Canada or any other country?" IF he already said "NO", Please tell your friend to contact the CIC, & correct that answer to a "YES" ASAP, so it doesn't play against him.
Remember that USA & UK are the closest countries to Canada in terms of background checks & collaboration, if he did something in the UK, they will know about it.
