If my University is in Quebec, can I arrive and get my permit in Toronto?

I was accepted in McGill University for January 2017, and just recently got my passport back with the visa in it. Before I go to university, I want to visit my friend in Toronto. Can I arrive at the Toronto airport and get my study permit there?
