My school opens on September 8th. If my study permit takes a bit long to process, and is scheduled to be done around mid September, would I be allowed to start school about 2 or 3 weeks later? Or do I HAVE to start school on the exact day it commences in order to have the permit approved?
 
CIC will typically ask you to defer your studies to the next semester if the study permit is not going to be ready in time for you to start classes on the first day. So if your study is going to take until mid September to process, I would be expecting a communication from CIC requesting that you obtain a letter from your school approving the deferral of your studies to the next semester (i.e. Jan).

Hi Scylla thanks for the snappy reply. Just wanted to say it's Grade 12 of secondary school if that makes a difference. Are the rules more relaxed in that case? Anyway, would a letter from the secondary school approving me to start a couple weeks later than usual allow me to join at that time? Where do I include this letter to the CIC.

Your description should have included more details, without those it's pretty much impossible to give you any advice. For starters, are you extending your study permit? Or are you applying for a new one?

IF you are just applying for an extension, it shouldn't matter as you will have implied status. If you are applying for a new permit (means you never had a permit before), then you cannot start school until your permit approves. I'm not sure about high school, but for universities the department will not let you register unless you have a valid permit. IF your school allows you to be enrolled without a permit (which i doubt) then yes, you can start going to school after they approve your study permit.
