But absolutely, your parents can enter or remain in Canada on their Supervisa during the validity of the supervisa (for up to 2 years each time they enter) and have an outland sponsorship application for a PR ongoing in their country of citizenship.

I am concerned they might not be allowed to travel to Canada once I have lodged a PR application. Not sure whether to sponsor them first and then hope they get a regular visitors visa or get super visa for 3-4 years and then submit application.

There is a chance they will expand the pilot in Ottawa but as of right now they are assigned to process the above. There are some other apps they are taking over from places for example Beirut. Additionally CPP=Ottawa's mandate for PR sponsorship are spousal applications and not parent sponsorships. Even the applications for parents CPP-Ottawa currently processes are processed in 58 months.
