Yes, if there are here and MORE than 1 year left, you can even choose CPP-O ( Ottawa ) as office of choice, but upto CIC-Mississauga to grant you that if you do, processing is faster as compared to home country office, judging by past cases

Parent sponsorship which have to be outland sponsorships cannot be processed by CPP-Ottawa as they only process Permanent Resident Visa applications from within Canada (inland) and the U.S. ONLY. as per CIC website.

But absolutely, your parents can enter or remain in Canada on their Supervisa during the validity of the supervisa (for up to 2 years each time they enter) and have an outland sponsorship application for a PR ongoing in their country of citizenship.

My parents do not have super visa yet. They have been to Canada multiple times (about 4 times) on a visitors visa. I am considering the super visa option (just to have a multiple entry visa in hand rather than apply each time), but would also like to sponsor them.
I am concerned they might not be allowed to travel to Canada once I have lodged a PR application. Not sure whether to sponsor them first and then hope they get a regular visitors visa or get super visa for 3-4 years and then submit application.

I think (personal opinion) in your situation as you have not yet applied for a PR for them, or if you do not apply early next week for their PR sponsorship with all of the required information, I would apply for the supervisa for them, and if the program for PR is open in 2015 (which I think it will be, similarly with a cap as this year) you can apply for them when they are already here on their supervisa.

I am sorry, but CPP-Ottawa DOES process parent PR applications, and it has been the case for the past two years or so. I have been following the parent sponsorship threads for the last 3 years, and I am certain about this. Please, don't spread incorrect information.

Here is the link showing one of the first parent PR cases that was transferred to CPP-Ottawa back in January, 2012. And there have been many more cases since then if you keep checking other posts in that thread. Hope it's clear.

CPP Ottawa was processing parent and grandparents PR in 2007, 2008 and 2009. In 2010 (other than temporary and economic sponsorships) they started concentrating only on inland applications (spousal) and outland US.

As for CPP Ottawa parent sponsorships goes they processed the following:

2010 - 59 applications
2011 - 311 applications
2012 - 349 applications
2013 - 30 applications

So, yes, Ottawa does process parent PR applications and there are numerous people on this forum whose files were transferred from Mississauga to Ottawa.

They took it as a pilot project and if you see in parents forum, few have gone to them again but its not entirely OFF, its quite possible it can go to them. Majority of folks ( as per parents forum ) who got lucky were actually from CPP-O and the ones which went to home country are still waiting

After processing, they ask the parent to send the passport to home country for stamping, infact I remember seeing a user who had to wait 6 odd months even after file was completed by CPP-O and those who had parents here in Canada, sent their passport to Seattle, and once Seattle was closed, CPP-O asked them to mail it to Ottawa. I have been following that forum very keenly, check this
