If i overstayed in the US can i get a H4 visa

Here is our current situation. If I have a H1B visa and I am a Canadian Citizen and my wife who has overstayed her stay in US by over 4 years can she be granted a H4 visa. My wife is a permanent resident of Canada and has left the US less then 6 months ago. Does the 3/10 year ban apply to this visa as well.

Higher probability of being denied due to her previous violation, Canadian citizenship doesn’t come into play in the above scenario.

Is there any way of my wife to get into the USA if she has previously overstayed by 4 years. What about a getting the visa inadmissability waived off and how to do that.
