No.

once you get an AIP you will be able to submit his document ETC if he is on your application.

That means If she is a non accompanying spouse I wont need to submit her ETC document, correct?

No - that's incorrect. If she is non-accompanying, she still needs to submit all of the documentation including PCCs and she also needs to complete the medical.
