If I am in canada, can I ask my parents to get my PCC done from India, instead of going through consulate or embassy??
 
It can be done. But its easier to get it done from Canada itself. It will take hardly 2 weeks.

When I applied last year it took almost 1 month

For me it took only 10 days. And same for my friends too.

I suppose you could. Also, depending on where you are residing, the PCC processing times vary. BLS website processing times for Canada:

Don't make your parents struggle with the bureaucracy in Indian police stations.
Use BLS.
But, I highly suggest calling them before you send the application. They have some hidden forms which are not mentioned in the checklist.

BLS would be your best bet. I got mine in 2 weeks.
