95% of the time Yes, but i personally know one of my freind whose DD was encashed but get rejected. I hope you will be in taht 95% category.

It goes like this,
If your application is complete, all the forms are filled , all the columns are filled, they Encash your DD.
Then they determine your eligibility ( calculate your points) if > 67 they send your AOR.
Since in 99% cases only those people apply who are eligible (everybody calculates the marks him/herself) so yes in most of the cases when DD i encahsed that means one will get the AOR.
Mostly applications are returned if people have missed some form, or have missed some column, in that case their DD or credit card is not charged.

What I have mentioned is written on page 40 of EG07.
First completeness check..
If your application is incomplete, your entire package (including your payment) will be returned to you with:
•
a letter that identifies the missing entries and/or items
Meaning DD or credit card will not be charged at this stage
Then in Eligbility Review
If your application does not qualify for processing under the Ministerial Instructions you will be sent a letter that:
•
provides the reason why your application is not eligible for processing
•
confirms that a refund for the processing fee will be issued meaning DD or credit card would have been charged at this stage.

No. It doesn't mean that you will get AOR. It is a standard process and usually tell that you application is complete. Many people are there who received rejection but their DD was encashed. Though I wish you get an approval and get your second AORbundpaadbanda said:
