Well...it's certainly possible (perhaps even likely) that the IRS knows that he exists and that he's never filed a return. The fact that he traveled across the border just a couple of months ago without any issues is a very good sign for you both.

Yes, he has traveled to Canada and back several times throughout the span of our 3 year relationship.

I asked for proof of this claim, and he/she said this:

I've worked for cic at various ports worldwide and been in the immigration field for 8+ years.
 
Do I have this right, the PA is a US citizen that makes under 3,000 a year? Then you don't have to file taxes in the US, the cutoff is 10,000 for single people and 20,000 for married. Source: Poor American college student.

As long as there is no criminal record or warrant out for his arrest, I don't see why CIC would care about his income tax history.

How new? What is the members name?

I hate to say this, but... Don't believe most things you hear from people on the internet... I work in networking, I could claim to be a CCIE and CCAr but you would have no way to verify that (I am not, but some days it feels like I should be, haha).

The cutoff is only $400 for a person that is self employed.
