I don't have IELTS can I apply for English as a second language program..and if the college accept me.without IELTS .will the embassy issue me visa without IELTS or IELTS is mandatory?

It doesn't say required in the visa application but most say it is hard to get the permit without this test. However they need a written proof that you are fluent in English that is why IELTS is a big help.
