IELTS has an effect on most everything to do with Canada immigration and why should it not given an applicant needs to be able to show that their level of English is good enough to survive in a primarily English (apart from French in Quebec) speaking country
It depends on your goals. Keep this in mind, if your English is bad your IELTS is likely to be bad as well. If you manage to get lucky and get the desired score you might be in a bigger trouble later on.
In the subject of immigration through express entry, of course; especially when it comes to points. If you happen to score equivalent to to CLB10 , you'd have made a great leap to this end.
