I have IELTS 5.5 in reading 6 in listening 6 in writing and 7 in speaking...can I apply for PR or need to give IELTS again

minimum IELTS band 6 is needed in LWRS

You can apply if it states 5 clb but I don't think you will get it, as the competition is now very high. Better to redo your IELTS.
