They are not "easily" getting PR.
CLB levels of 9 and more in all language abilities lead to points in both the skills transferability section as well as in the language points section.
All else equal, such candidates will have more points than a candidate who does not have CLB 9. This means their chances are better at getting an ITA, but it is not guaranteed because there are other factors such as education and work experience, to name the most important ones.
The only thing that guarantees an ITA is a provincial nomination or an LMIA-approved job offer.
Also remember that an ITA does not guarantee PR.
