My case falls in category Applications received on or after February 27, 2008 and before June 26, 2010
As per OP6 Federal Skilled Workers
Language test results must not be older than one year at the time of application.

Can you please clarify WHICH APPLICATION to Centralized Intake Office or refered visa office?????

Between Feb 27th 2008 and June 26th 2010, CIO only considered the accurate completion of the application, and roughly calculated points according to the provided info, hence after this stage the complete set was required to be sent to the assigned visa-office which would further process the case.

Therefore "the time of application" in terms of IELTS is referred to the Visa Office and not to CIO.

I think its a little misguided assumption. IELTS results should not be older than 1 year from the date of test itself.

If you took test on 01 Jan 2009, it is valid only until 01 Jan 2010. You cannot use the score after that date for visa office. CIO doesn't require IELTS result. I have sent my principal applicant form and appendix only.
