My IELTS (General) is valid until August 2013. I am planning to submit an application to Immigration in May, do I need to retake IELTS or is my result still valid?

As long as you send your application before 8/2013, you should be ok!

Language tests are valid for two years, and I don't think they changed that since then. There are lots of other factors to determine whether OP got his/her PR or not..
