IELTS score of secondary applicant?

For secondary applicant in profile, when does the IELTS score start increasing CRS points in the profile?
I mean guy is secondary applicant, If he score 6,6,6,6 he add certain point, what increase in score would add additional points in CRS. Please guide

Here is the chart (way down the page) that shows the different in points. To make a difference in points need CLB 9+.
