As far as I know,
they calculate language ability based on ONE certificate (the latest one).
So you can not have 16 points in this way.
your trend is positive. seat new one and get the score that you need.
you are almost there.

i have the similar situation .. my time has run out i have to submit full documents my IELTS got stuck i need 14 points but i always get 12

I am running out of time, last date is 3rd july and there is no test date available...now its over except I send dox with all 4 atttempts with letter of request in detail...
