Thanks again PMM. I gave test last year but submitted the application this year under CEC.
I think they have changed the rules this year as I see on CIC CLB 6 is not longer there for Skill A, though it's there in the PR guide which I used.
For the safe side, I'll re-take the IELTS and will submit the result again.

There is a difference in the requirements for FSW1 and CEC. For FSW1 CLB 7, all job levels.
For CEC in NOC level O or A, CLB7 for NOC B CLB 5 which 5,4, 5, 5 NOC 2171 is Level A, so you need CLB 7. 6 across the board.
